Summary

Wang Yi, member of the Political Bureau of the CPC Central Committee and Director of the Office of the Foreign Affairs Commission, met in Beijing on 9 October with a joint delegation of political leaders from Pacific Island countries led by Tongan Deputy Prime Minister Samiu Vaipulu. Wang said that under the joint guidance of President Xi Jinping and Pacific Island leaders, the comprehensive strategic partnership between China and Pacific Island countries has become more mature and robust. China has always been a trustworthy and reliable partner for Pacific Island countries, he said, supporting them in pursuing development paths suited to their national conditions and chosen by their own people, and in safeguarding their sovereignty, security and development interests.

He stressed that Taiwan is China's territory and that Japan's return of Taiwan to China after World War II forms an important part of the post-war international order. He expressed confidence that Pacific Island countries will continue to abide by the one-China principle. Wang said China's exchanges with Pacific Island countries are South-South cooperation based on mutual help and support, with no interference in their internal affairs, no political conditions attached, no participation in geopolitical rivalry, and no targeting of any third party nor subject to interference by any third party.

China is ready to work with Pacific Island countries to jointly build the Belt and Road with high quality, deepen exchanges and practical cooperation in various fields, strengthen coordination in international and regional multilateral mechanisms, and work together to build a closer China-Pacific Island countries community with a shared future. He also noted that the China-Pacific Island Countries Political Party Dialogue is an important platform for parties and political leaders of both sides to exchange ideas, build consensus, learn from each other and expand cooperation. Samiu Vaipulu and other Pacific Island political leaders said that China is a good friend and good partner of Pacific Island countries, and thanked China for its long-term tremendous assistance to their economic and social development.

Pacific Island countries will continue to firmly uphold the one-China policy and are willing to strengthen cooperation with China in infrastructure, agriculture, medical care, education, disaster reduction and capacity building, among other fields, to promote regional peace and development.

Commentary

Cooperation between China and Pacific Island countries is extending from infrastructure into new areas such as the digital economy and the blue economy. Tonga, for example, is rich in fishery resources but weak in processing capacity; cold-chain facilities built with Chinese aid have helped add about 30 percent in value to local tuna exports. For NZ SMEs, this presents both competition and opportunities for cooperation: on the one hand, more Chinese infrastructure projects in island countries may squeeze the traditional share of New Zealand construction and logistics firms; on the other hand, as ports and communications networks jointly built by China and island countries improve, New Zealand's tourism and education services can use more convenient logistics and digital channels to expand markets.

Notably, China's emphasis that cooperation carries no political conditions forms a subtle interaction with New Zealand's long-standing Pacific Reset policy. NZ firms need to watch the priority areas of Chinese investment in island countries, such as agricultural technology and renewable energy, which are exactly where New Zealand has comparative advantages. In future, trilateral cooperation models could be explored, for example with New Zealand providing technical training and China providing funding and equipment to jointly develop island country markets.

Summary in Chinese |

Commentary in Chinese |
