Summary
The Hunan Provincial Business Service Centre has appointed Huaxin Project Management Group Co. , Ltd. to run a competitive consultation process for the '2026 Hunan Provincial Business Service Centre Australia and New Zealand Delegation Commissioned Services Project', and is inviting eligible suppliers to take part by public announcement.
The procurement carries agency reference HXCG-HN-2608050 and covers a single package: the Australia and New Zealand delegation services set out above, with detailed service content contained in the procurement requirements. Both the budget and the maximum price are 176,300.00 yuan. Suppliers must meet the basic qualification conditions set out in Article 22 of the Government Procurement Law of the People's Republic of China.
They must submit a copy of the enterprise legal person business licence or legal person registration certificate, together with a copy of the organisation code certificate; the original of the legal representative's identity certificate, or the original of a power of attorney accompanied by the legal representative's original identity certificate; natural persons must submit a copy of their identity card; and the original of the Hunan Provincial Government Procurement Supplier Qualification Commitment Letter. Under a Hunan Provincial Department of Finance notice on measures to promote the development of small and medium-sized enterprises in government procurement, suppliers that meet the statutory conditions may use that commitment letter to take part in government procurement activity without providing certification of financial position, tax payments or social insurance contributions. The project sets no qualification requirements for implementing government procurement policy, and no supplier-specific qualification conditions.
Suppliers listed on the 'Credit China' website as dishonest judgment debtors or as parties to major tax violation cases, or listed on the 'China Government Procurement Network' in the record of serious illegal and dishonest acts in government procurement where the penalty period has not yet expired, may not take part in government procurement activity under this project. Different suppliers that share the same person as unit head, or that have a direct controlling or management relationship, may not participate in government procurement activity under the same contract. Suppliers that provide overall design, specification preparation, project management, supervision or testing services for this procurement project may not take part in other tendering and procurement activity for the project.
Joint bids are not accepted. Other notes: unincorporated organisations must provide qualification certification materials and other explanations. Suppliers holding new certificates issued under the 'three-in-one' registration system reform are deemed to hold a business licence, organisation code certificate and tax registration certificate, and therefore meet the relevant basic qualification clauses; those holding new certificates issued under the 'five-in-one' registration system reform are deemed to hold a business licence, organisation code certificate, tax registration certificate and social insurance registration certificate.
Commentary
The Hunan Provincial Business Service Centre is spending 176,300.00 yuan on delegation services to Australia and New Zealand. It is a small sum, but it signals continued provincial-level interest in the Oceanian market. Hunan is a manufacturing and agricultural heavyweight in central China, home to construction machinery leaders Sany and Zoomlion and a substantial food processing base.
New Zealand, for its part, is globally competitive in agricultural technology, dairy and meat processing. For NZ SMEs, delegations of this kind usually combine business matching with site visits, offering a low-cost window onto Chinese provincial decision-makers and potential partners. The budget nonetheless suggests the trip is more likely a scoping mission than a large-scale procurement exercise.
Firms should not expect immediate orders. The procurement notice itself shows services covering itinerary arrangements and business matchmaking, but names no specific sector. NZ businesses could approach Hunan's commerce authorities or local chambers of commerce directly to have themselves written into the itinerary.
The upgraded China-NZ free trade agreement has cut tariffs further on NZ dairy and timber exports, giving provincial-level cooperation an easier institutional path. But with Hunan's industrial base weighted towards equipment manufacturing and agriculture, NZ service providers would do better to lead with agritech and cold-chain logistics solutions than to rely on traditional primary product exports.
