In accordance with memoranda of understanding signed separately between the China Scholarship Council and 19 universities in Australia, New Zealand and Canada, no more than 457 outstanding young Chinese will be selected and funded in 2027 to pursue doctoral degrees or undertake joint doctoral training at the partner universities. Commentary

The China Scholarship Council is partnering with 19 universities across Australia, New Zealand and Canada and plans to select and send no more than 457 doctoral students in 2027. The University of Waikato is New Zealand's participant in the programme. New Zealand's international education exports are worth about NZ$5 billion a year, and China is one of the main source countries.

In recent years, fluctuations in visa policy have weighed on the number of Chinese students. For small and medium-sized enterprises in Hamilton and surrounding areas, the long-term presence of Chinese doctoral students generates steady spending on rent, dining and retail, directly supporting the local services chain. However, government-sponsored doctoral students often have service requirements to return to China, and the share who remain in New Zealand long term is relatively low, so the labour-supply effect should not be overestimated.
