New Zealand's Ambassador to China, Qiao Wenbo, spent 1–4 September touring Weifang, Yantai, Weihai and Qingdao — a schedule spanning manufacturing, port logistics, wine, retail and education, and a pragmatic read on where the value lies in deepening cooperation with one of China's major coastal provinces. Shandong is China's third-largest provincial economy, with GDP in 2024 close to RMB 10 trillion. Qingdao and Yantai rank among the world's major ports, and Weichai Group is China's leader in heavy trucks and powertrains.
For New Zealand's small and medium-sized firms, the signals are worth unpacking. Supply chains and market access offer the most concrete openings. Qiao visited Yantai Port Group, and Yantai and Qingdao ports are key gateways for New Zealand cold-chain cargo — dairy, meat and fruit — into northern China.
Dairy accounts for about one third of New Zealand's exports to China, but bulk dairy faces price volatility and local competition. Changyu, China's largest wine company, has in recent years expanded into imported wine, and while Marlborough Sauvignon Blanc holds only a small share of China's imported wine market, that share is growing steadily, leaving room for variety introductions or co-branding. Cooperation in non-traditional areas also merits attention. A caveat: the visit was a working-level exchange, with no specific agreements or investment figures announced, so commercial opportunities still require project-level validation.
Shandong's Pilot Free Trade Zone offers policy benefits in trade facilitation and cold-chain logistics, and New Zealand SMEs could look at bonded warehousing and distribution arrangements in the Yantai and Qingdao zones rather than waiting for large government-to-government deals. Qiao's choice of non-capital cities such as Weifang and Weihai echoes the shift in New Zealand's export mix away from dairy alone towards diversified food, technology and education services — though local substitution in the Chinese market and price sensitivity remain variables that cannot be ignored.
